About the role

We are seeking an International Collaboration Specialist to support secure and compliant research partnerships by advising on export controls, NSI Act disclosures and trusted research risks, coordinating licence submissions and approvals, delivering training and awareness activity, and maintaining strong engagement with internal stakeholders and external sector networks.

The position is set to commence asap and will be full-time (37.5hours per week) for a month initially (could be extended) with a pay rate of £20.77 per hour + holiday pay.

Key Responsibilities:

Duties:

Security in research projects

  • Work directly with researchers and departmental colleagues to identify security and linked reputational risks in relation both to specific research projects and a researchers’ research portfolio, and to advise on appropriate actions, such as securing export control licences, making disclosures under the NSI Act, or seeking UK Government advice.
  • Working directly with researchers, identify requirements under UK Export Control legislation and ensure the complete and timely submission of licence applications through the ECJU's systems (SPIRE). Brief researchers and departments fully on their obligations under granted licences, and undertake proactive monitoring and assurance for active licences.
  • Working directly with researchers and professional support staff, identify the need for and make appropriate disclosures under the NSI Act, including advising researchers and department colleagues on associated risks.
  • Prepare requests for further advice from external sources, including from Government.
  • Advise researchers, departments and colleagues in Research Services on export control or equivalent requirements as they relate to regulations from overseas (e.g. US export control and ITAR regulations). This includes where such requirements are flowed down to the University through funding or collaborative agreements and may include advising on appropriate monitoring and assurance processes, and supporting departments in securing approvals from the US Government for re-exports.

Internal training and awareness

  • Contribute to and deliver activities across the university to increase awareness of trusted research matters including export control, sanctions, ATAS, and the Nagoya Protocol.
  • Deliver training to research and professional services staff and research students and their supervisors in relevant areas of international collaboration risk, both in person and through online content.
  • Support the development and running of a community of practice among divisional and departmental support staff which will form a distributed network of expertise for trusted research and considering international research collaboration risks.

Trusted research collaborations

  • Coordinate the internal review and approval process for the establishment of strategic international collaborations between the University and global partners. Provide input into the review of the ethical acceptability of research funding as overseen by the Committee to Review Donations and Research Funding.

     

    External networks

  • Take part in and report back from meetings of professional bodies, networks and project groups such as the Higher Education Export Control Association. Contribute to, and sometimes lead on, drafting responses on behalf of the University to national consultations and submissions to public bodies and supporting senior University officers in engagement with government, funders and sector-wide consultations.

    Other responsibilities

  • Maintain excellent records on Research Services’ work management system at all stages of licence and project development.
  • Taking on activities and duties as requested by the Head of Trusted Research.

 

Selection Criteria:

 

  • Educated to a graduate level or equivalent workplace experience.
  • An ability to learn and analyse large amounts of complex information and apply to solving problems and giving advice.
  • Experience of dealing with complex, sensitive issues with tact and discretion.
  • A proven ability to manage a complex and varied workload while maintaining client satisfaction.
  • Ability to communicate very effectively, including in writing and orally, with team members, researchers and academics, colleagues of all levels of seniority within the University, and representatives of external organisations.
  • An ability to adapt to changes in the wider policy and security environment.
  • Knowledge of the research security landscape, and risks associated with research collaboration in an international context.
  • Experience in the preparation and submission of export control licence applications and monitoring compliance with licence conditions.
