We are seeking an experienced Estates Manager to oversee the effective management, maintenance and development of a complex estate environment on a temporary basis.
The successful candidate will provide professional leadership across estates, maintenance, projects, contractors, budgets and health & safety, working closely with senior stakeholders to ensure the estate is maintained safely, efficiently and cost-effectively.
Key Responsibilities

Contribute to and implement estates strategic planning, with a focus on the physical environment and resources.

Plan, manage and develop the estate, balancing short-, medium- and long-term maintenance requirements.

Prepare project briefs, plans, specifications and budgets, and oversee project delivery, contractor appointments and contractual frameworks.

Manage planned preventative and reactive maintenance programmes, ensuring compliance with building and safety standards.

Manage and monitor external contractors, ensuring work meets agreed standards for compliance, cost, time and quality.

Maintain accurate estates, compliance and maintenance records and provide regular performance and management reports.

Lead, motivate and support the Maintenance team, including recruitment, training, supervision, welfare, rotas and performance.

Ensure appropriate out-of-hours emergency cover and maintain a skills matrix to support effective in-house and outsourced provision.

Support the development and management of capital and maintenance budgets, controlling expenditure and ensuring value for money.

Manage procurement, preferred suppliers, tendering, contracts, stock control and contractor performance.

Champion health and safety across all estates activity and ensure legal and regulatory compliance.

Oversee contractor due diligence, induction and supervision, and maintain COSHH, risk assessment and safety records.

Act as Duty Holder for asbestos management in accordance with relevant legislation.

Act as responsible person for water hygiene compliance, maintaining records and ensuring required checks and remedial actions are completed.

Support environmental initiatives, including monitoring and control of utilities.

Maintain current knowledge of buildings, construction, maintenance and contractual practices.

Liaise with senior stakeholders and external authorities and organisations on estates-related matters.

Operate with a high degree of professional autonomy and personal responsibility.
Essential Criteria
Applicants must have:

Experience working at supervisory level in a Facilities and Estates environment.

Experience managing contractors and the supply chain.

Experience in project management.
-
Experience in budget management.

Strong understanding of building management processes and technical understanding of the built environment.

Practical knowledge of health and safety systems.

Proven record of successfully delivering estates development programmes, buildings and projects within approved financial limits and meeting user requirements.

Experience leading and managing a team to deliver against objectives.

Experience of annual operational and capital budget planning and management.

Strong commercial skills and financial acumen, particularly in the preparation and control of building projects and management of maintenance services, ensuring good value for money.
