About the role

Reporting to the Director of Capital Projects, the role will lead the Programme Management Office (PMO), embedding a consistent approach to portfolio, programme and project management across the capital investment programme.

The candidate will line manage approximately 8–10 staff providing project administration, compliance and financial support, and will lead capability development and training for Project Sponsors, Project Managers and consultants.

The role requires a high level of autonomy, strong prioritisation skills and the ability to work to tight deadlines within a collaborative environment.


Key Responsibilities

  • Establish and embed a best-practice PMO function, including standards, tools, governance and reporting.
  • Champion consistent project management culture and compliance across the capital portfolio.
  • Lead development and delivery of project-related training and capability building.
  • Develop and manage the Minor Capital Plan, including prioritisation, forecasting and budget allocation.
  • Provide oversight of portfolio delivery, performance, risk and financial control.
  • Oversee financial administration and reporting in collaboration with Estates and Central Finance.
  • Act as a senior point of contact for external consultants and contractors.
  • Lead the development of dashboards and management reporting for Capital Projects.

Selection Criteria

Essential

  • A professional qualification relevant to construction, project management or business management, or equivalent demonstrable experience.
  • Significant experience working within a PMO coordinating a substantial capital project programme.
  • Proven experience defining, authoring and embedding policy and process within a large organisation.
  • Excellent written communication skills, including the preparation of financial reports, technical briefings and guidance documents.
  • Proven line management experience with the ability to lead, coach and develop team members.
